Goal

Explore the potential of artificial intelligence (AI) to improve cooperation and communication between authorities competent for crisis management, resulting in strengthened cross-border crisis management in the Polish-German twin city.

The analysis will look at integrating these features: crisis communication (translations), implementation of information obligations, publication of messages and warnings, counteracting disinformation, implementation of information and education activities, monitoring of social moods and their moderation, automating routine tasks such as updating websites and social media.

  • Identify current needs resulting from differences in crisis management systems.
  • Investigate AI tools facilitating communication.
  • Sett the level of acceptance for AI tools in crisis management.
  • Analyse regulations enabling the use of AI in cross-border crisis management.
  • Provide good practices that can be replicated in other border regions.

Planned activities

  • Analysis of needs and identification of challenges through interviews and surveys among representatives of Polish and German crisis services and other crisis management bodies.
  • Organisation of a workshop on automatic translation and processing of natural language (NLP) to explore how NLP tools can support cross-border communication and strengthen information exchange between emergency and crisis management services in Polish and German.
  • Test trust and acceptance of AI among crisis management services through surveys and draft recommendations on how to build trust in AI and increase preparedness for its use in crisis activities.
  • Review of regulations (and ethical issues) related to AI through an analysis of current legal regulations regarding the use of AI in Poland and Germany, with particular emphasis on the protection of personal data and issues of national sovereignty.
  • Develop a set of good practices and recommendations for other regions based on results from other actions, to be disseminated through a workshop.
  • Consultation with institutions responsible for crisis management on both the Polish and German sides.
  • Data collection and analysis for reporting and documentation.
  • Development of recommendations on the possibility of implementing AI in crisis management and suggestions on how other regions can benefit from the experience and methods developed, updates for cities.
