Territory: The border area of Orestiada and Svilegrand municipalities

Goal

Svilengrad - bridge over Maritsa

Elaborate a joint cross-border crisis management plan addressing increased risk on forest fires at the Greece – Bulgaria border area of Orestiada and Svilegrand municipalities.

The plan will establish an integrated approach for protecting vulnerable groups, cultural and natural heritage monuments/areas and address climate change impacts in the broader area.

Specific objectives

  • Exploit investments in monitoring, data exchange, early warning – early acting and other systems.
  • Carry out table top exercises to diagnose gaps and reflect project implementation progress.
  • Create a learning environment and opportunities for all key stakeholders on both sides of the border.
  • Organise an awareness campaign at both municipalities to address entities and general public in order to establish a safety culture at the cross border area.
  • Exchange lessons learnt and project activities’ evaluation results with other projects.

Planned activities

  • Organisation of a joint key stakeholders’ meeting to define and elaborate the extreme (worst case) still realistic cross border event scenario(s) that will be the basis for the other project activities.
  • Execution of joint Table Top Exercises (TTX) to map strong areas, weaknesses, space for improvements and discussion on activities.
  • Elaboration of a Joint Cross-Border Crisis Management Plan through working groups to identify roles and responsibilities, outline chain of command, design coordination of the teams and set up a cross-border communication plan.
  • Implementation of a raising awareness campaign to foster community engagement and participation, and help building/exploit local capacities.
  • Organisation of two training workshops on topics that will be identified during initial TTX.
  • Execution of small-scale Table Top Exercises at local level to test progress made so far.
  • Organisation of an evaluation workshop to provide the necessary information for the Joint Crisis Management Plan.
  • Organisation of a joint public event at both municipalities to present the proposed Joint Cross Border Crisis Management Plan and the road map to improve it, support it with funds, resources and actually put it in place.
