Joint action plan for strengthening cross-border cooperation in disaster management

Goal

Enhance cross-border collaboration between the Czech Republic and Bavaria in the field of crisis management and preparedness, with a focus on fire protection, disaster response, and overall resilience.

The pilot action aims to strengthen the capacities for action by unifying strategies, pooling resources, and aligning processes across borders.

Specific objectives

  • Conduct a comprehensive risk analysis across the Czech-Bavarian border examining potential hazards, vulnerabilities, and the current state of crisis management systems.
  • Analyse the legal frameworks that govern crisis management, fire protection, and disaster response in both regions, including mapping out relevant stakeholders.
  • Identify specific problem areas (communication barriers, jurisdictional differences, or gaps in resource allocation) and design a detailed Joint Action Plan focused on eliminating these barriers.
  • Organise a dissemination conference to engage a wide range of stakeholders and share findings.

Planned activities

  • Forma an Expert Group responsible for risk analysis, legal and operational review and solutions development.
  • Create a competence map defining the roles and responsibilities of stakeholders in fire protection, disaster response, and crisis management and legal framework and highlighting overlaps, gaps, and opportunities for enhanced cooperation.
  • Organise workshops on Risk Analysis and Identification of Bottlenecks, Legal Environment and Stakeholder Definition and Problem Areas and Joint Action Plan Development.
  • Produce a risk map of risks across the cross-border region.
  • Prepare a joint action plan with a roadmap for addressing challenges, improving capacities, and fostering collaboration which will include specific actions, timelines, and assigned responsibilities.
  • Organise a dissemination conference to share findings, outputs, and proposed solutions across this large territorial scope with a broader audience.
