The cities of Frankfurt (Oder) and Słubice
The cross-border area of the European Double City Frankfurt (Oder)-Słubice, which includes the German city of Frankfurt (Oder), Brandenburg, and the Polish municipality of Słubice, Lubuskie Voivodeship. This area is part of Euroregion Pro Europa Viadrina.
Goal
Develop the “Frankfurt-Slubice Master Plan 2025-2035”, a joint, cross-border strategic framework for sustainable urban and transport planning that will guide the future development of the double city, with a focus on the Oder promenades, the city bridge, and mobility integration.
The plan will address key issues like climate change, energy security, crisis resilience, and interlinked urban development within a 1-kilometer radius around the city bridge, fostering cross-border cooperation for a more resilient and sustainable region.
Specific objectives
- Develop the Frankfurt-Slubice Master Plan 2025-2035 – Joint, cross-border, sustainable, strategic city center and transport planning for the double city.
- Engage key stakeholders from both cities to implement the Masterplan.
- Engage the civil society in the development of the joint vision through a participation committee.
- Support the creation of an EGTC for the double-city.
Planned activities
- Implement a joint participation committee for the double-city made up of around 40 people from the areas of civil society, business, politics and administration, with civil society making up around 50% of the participants. They will gather four one-and-a-half-day meetings between April and September 2025 to developed the Masterplan. Political parties and groups represented in both city councils and municipal and private companies will be invited to send a representative. Half of the advisory board members come from very different areas of civil society, which means that groups that are otherwise rarely heard, such as young people, the unemployed, migrants and people with disabilities. The task of the Frankfurt-Slubice participation committee is to define the strategic and visionary framework for the development of joint vision plan.
- Analyse the conclusion of the pilot project “Municipal Development Advisory Board Frankfurt (Oder) – Slubice”, which was carried out in 2024 which made recommendations for a design and usage concept for a brownfield site on the Frankfurt side in the immediate vicinity of the city bridge that connects Frankfurt (Oder) and Slubice across the Oder to implement findings in this new pilot action.
- Evaluate past participation processes and experiences with the “Municipal Development Advisory Council 2024” in order to establish a permanent participation strategy in the Masterplan for 2035 and the creation of a best-practice model.
- Develop the Frankfurt-Slubice Masterplan 2025-2035 as part of a multi-year strategy of joint cross-border spatial planning.
- Submit the Master Plan to both city councils in order to be approved and implemented in November 2025.
